While PICA does not have direct enforcement authority, it can reject the City’s Five-Year Plan if it deems the financial projections unrealistic or unsustainable. Without an approved plan, the City may lose access to certain state funding sources.

PICA requires the City to submit an annual Five-Year Financial Plan for approval. It also monitors the City’s budget and spending through quarterly reports, conducts financial analyses, and can recommend corrective actions if fiscal stability is at risk.
