City Overtime Costs Continue to Rise

Summary

PICA released its FY2017 second quarter overtime update, which covers the period from July 1, 2016 through December 31, 2016. In its Five-Year Financial Plan for Fiscal Years 20172021, the City identified seven key departments for overtime reduction, requiring those departments to prepare comprehensive overtime spending plans by quarter. The update released by PICA evaluates the City’s progress in reducing overtime costs by comparing those plans to preliminary overtime spending, while providing an update on overtime spending across all City departments. The analysis found: · Overtime spending across all departments was $91.2 million, $8.3 million more than appropriated by the City. · All but one of the seven departments identified for overtime reduction exceeded their own overtime spending estimates through the second quarter of FY2017. · These seven departments combined to spend $83.4 million in overtime through the second quarter, exceeding their combined estimates by $15.9 million. · The Police Department spent over 83 percent of its annual overtime appropriation through the second quarter of FY2017. Based on results through the second quarter, it may be challenging for the seven key departments to meet their overtime reduction goals over the remaining fiscal year. If the pace of overtime spending continues through the end of the current fiscal year, there is a strong possibility that the city will once again exceed its overtime appropriation.
