Summary
The Pennsylvania Intergovernmental Cooperation Authority’s (“PICA”) Overtime Update for the Third Quarter of FY2020 showed City of Philadelphia overtime costs totaled $148.9 million, $15.8 million more than through the third quarter of last year. Additionally, PICA’s analysis found City departments spent 89.4 percent of their total allocation for FY2020 overtime, with just one quarter still remaining in the fiscal year. The City projects it will exceed $200 million in overtime costs in FY2020, far surpassing the previous high spending total of $179.4 million, set in FY2018. $148.9 million is also the highest third quarter total, surpassing the FY2018 third quarter total of $135.4 million by $13.5 million. The Update also found the following: • The Departments which spent the most on overtime were Police ($54.3 million), Fire ($44.2 million), Prisons ($24.0 million) and Streets ($11.2 million); • These same four departments also represent the highest increases in overtime spending compared to the third quarter of last year ($14.5 million total); • Across all departments, overtime spending increased by an average of 11.9 percent; • Ten departments have already spent their entire annual FY2020 allocation for overtime.
